Safe Streets – Red Light Enforcement Cameras

Submit Testimony in Support of Safe Streets for All

SB663 is scheduled for hearing THURSDAY 3/29/19 at 3:30pm in Rm308. Testimony is due by Thursday 3/28, but late testimony is accepted Friday morning before the hearing. To add to your impact, come out to testify in person. Capitol Building room 308.

NO MORE DELAYS: ASK HOUSE FINANCE COMMITTEE TO RESTORE THE RED LIGHT PROGRAM WITH START DATE JULY 1, 2020!

The original bill 1) established a red light camera program enabling counties to implement or not, 2) tasked a red light camera committee to make recommendations by December 2019, 3) with a start date of July 1, 2020.

The House Transportation Committee on 3/13/19 took away the red light camera program. It only creates a red light camera committee to make policy recommendations for the next legislature to consider. This is likely to cause more delay. The House Judiciary Committee on 3/19 unsuccessfully tried to restore the red light program and 7/1/20 start date.

We are requesting that House leaders and the House Finance Committee on 3/29 restore the red light camera program and keep the start date at July 1, 2020. The red light camera committee may then recommend changes, if any, to take effect July 1, 2020. No more delays! Lives are at stake!

At Hawaii Bicycling League, we advocate for safer streets for bicycling and for everyone. As part of our Safe Streets for All advocacy we are pushing for red light enforcement cameras that will make our intersections (the most dangerous parts of our streets) safer for everyone. Why support Red Light Enforcement Cameras:

  • Red light running is dangerous for people that walk, bike, and drive — in the US in 2014, red light running was a factor in 710 deaths, including 44 bicycle and pedestrian deaths (source). Hawaii DOT’s analysis found 13 people were killed by red light running in the last 8 years (2011-18).
  • Red Light Enforcement Cameras reduce crashes & injuries – a summary of studies found they reduce crashes at signalized intersections by 25-30% (source)
  • Red Light Enforcement Cameras reduce the most serious crashes – while some studies have found that red light cameras slightly increase rear-end collisions, the evidence is consistent that they significantly reduce “angle” (aka T-bone) crashes which are most likely to result in serious injury or death (source)
  • Red Light Enforcement Cameras save lives – a study of red light enforcement cameras in the US estimated that by 2014 they had saved nearly 1,300 lives (source)

HPD and all county police departments support SB663, as do all county prosecutors and DOT. The legislation allows each county to decide to use cameras or not. See the strong and fact-based testimony from DOT and HPD.

What are Red Light Enforcement Cameras under SB663:

  • Cameras that issue citations to drivers that run red lights
  • Cameras will be at fixed locations with signs warning drivers of the cameras
  • Cameras will be placed where data shows traffic crashes and injuries
  • Camera providers will be paid a flat fee no matter how many tickets issued (unlike the “Van Cams” in 2002 where the operate was paid a per ticket fee and therefore incentivized to issue more citations)
  • A red light running committee will make recommendations before implementation
  • Each county must separately decide to implement red light cameras
  • Registered owners may escape responsibility if someone else uses their car
  • Only those who run red lights have their photos taken
  • Car rental companies may escape responsibility by identifying the renter

We’re happy to offer a new HBL Member benefit to you! Over the years, we’ve accumulated a lot of great books through generous donations. We have a range of books on various topics including, of course, cycling, as well as urban infrastructure & planning, and non-profit management. (There is also a Serfas Bike Travel Case available to check out!)

Currently, we’re working on setting up a system where HBL Members can check-out books from our office through an online Library Catalog. Our hope is that these books can be both a valuable resource and benefit for you.

The Membership Library is available to Current HBL Members only.

All books must be picked-up and dropped off to our HBL Office located  in Kaimuki.  The standard loan period will be 2 weeks.  You may request an  extension if the title is available and without demand.

Let’s Improve the Civic Center Path!

HB857 HD2 as amended, thanks to an outpouring of support the Civic Center Path, will provide for the widening of the Civic Center Path between Richard Street and Punchbowl Street. This is a big turn-around from the bills original language that would have banned bicycling on this important route.

HB857 HD2 is scheduled for a hearing 3/18/19 Monday 2:05pm. Please join us in supporting an improved path! Testify by this Sunday 3/17.

Good News Update! (2/28/19)

Good news! HB857, which would ban bicycling on a section of the Civic Center Path, was amended to delete the ban and instead provide funding to widen the makai side path to provide a separate place to bicycle between Punchbowl St and Richards St (see below). Thank you to the 94 of you that submitted written testimony and the 22 that came out to testify in person – your voices were definitely heard!
In terms of process, HB857 is on its way to clearing the House. It then has to make it through the Senate before becoming law. Make sure you’re on the Advocacy Team email HBL.org/AdvocacyTeam to get the latest.

Protect the Civic Center Path

Ban bikes from riding on the Civic Center Path that runs between Iolani Palace and the Capitol??? In spite of the fact that this is a crucial part of our bikeway network serving countless bicyclists, that is exactly what HB857 would do.

HB857 – Bicycle and motor scooter traffic prohibited; state capitol area. No person shall operate a bicycle or motor scooter within the state capitol area, specifically the area of Honolulu bounded by Richards, Beretania, Punchbowl, and King Streets that includes the grounds of the Hawaii state capitol and lolani Palace, and the main branch of the Hawaii state library.

HB857 is scheduled for a hearing 2/26/19 Tuesday 2:05pm. Please submit opposing testimony by Monday 2/25! Better yet, come out in person to have more impact.

Why HB857 is a bad idea

  • The Civic Center Path is the primary bikeway that connects Downtown with everything east of Downtown
    • 88 – that is the number of bicyclists using the path in one-hour (we did a count 2/8/19 7:45-8:45am)
  • Prohibiting bicycling on the Civic Center Path would do two things:
    • 1. Force people to bike on King St and Beretania St on these sections that have NO bike lanes and a history of safety issues (in the last 10 years the 1-block of King St and Beretania St had 6 and 1 serious bicycle injuries, respectively)
    • 2. Lead to fewer people bicycling = more driving, more congestion, more pollution, more parking problems, etc
  • The Oahu Bike Plan includes widening the Civic Center Path as a priority 1 project – the path should be improved, not eliminated for use (see OBP map below).
  • We need more safe places for people to bike, not less!

Pushing to Make it Better

We’ll be urging that the path be improved. Simply adding 6-feet to the existing path (as was done on the Civic Center Path between Punchbowl St and Alapai St) would make work much better for walking and bicycling! And Hawaii Department of Transportation agrees – in the 2/8 hearing they said the path should be improved. Join us in saying – Don’t Ban It! Improve It!

Update from 2/8 hearing

The Transportation Committee passed HB857 at their 2/8/19 hearing. Thank you to the 41 of you that submitted testimony in opposition – this was definitely heard. While acknowledging the testimony in opposition and concern, the committee elected to move the bill forward to “continue the conversation”. Despite the fact that no bike-pedestrian injuries have been recorded on this section of the Civic Center Path, committee members said that had heard of close calls and that they’d like to see safety improvements. HBL, Hawaii DOT, and many others testified that if the desire is to make the path more comfortable for walking and biking that the solution is to widen it (for which there is ample space). We’ll be working hard to make sure this bill doesn’t advance as written and instead encouraging action to widen/improve the path.
